TO: All Locals Representing Legacy Qwest Members
FROM:

Joe Gosiger, CWA Representative and MOSHC Co-Chair

SUBJECT: Safety Alert

As I discussed during the District Seven Meeting in Minneapolis, the Regional MOSHC has a concern around the non-compliance by local supervisors in conducting a face-to-face or supervisor led conference call meeting to review the Company’s Meeting in the Box (MIB) for field forces.  I have attached the Company’s “Information Sheet – Supervisor Safety Meeting in a Box Delivery”. The information sheet establishes certain criteria to present and review a monthly MIB:

“Supervisors have options to present and review the recommended material.

Gather the entire work group and review the Safety MIB with a PowerPoint on screen presentation using a computer (laptop) and a projector.

  • Gather smaller groups of 4 or 5 employees and review the Safety MIB on a laptop screen.

  • Distribute the Safety MIB by email to each employee and conduct a conference call as each employee follows along on their computer. The conference call allows for questions.”

Furthermore, CTL Safety and Health Practices – Safety Training and Meetings, Series 1.6 (see attachment) states:

“Safety meetings are held by the supervisor to review and refresh mandatory training, designated safety topics and miscellaneous safety materials.

Monthly supervisor led safety meetings are mandatory for all operations and subsidiary field employees to include inside and outside plant technicians.

Quarterly supervisor led safety meetings are mandatory for office-based employees.

Supervisor led safety meetings must be recorded in the Safety Meeting Reporting System.”

We believe it would be a difficult task for a monthly supervisor led safety meeting to be conducted by email. In the spirit of the contractual language that outlines one of the roles of RMOSHC is to: Maintain a process for identifying and resolving occupational safety and health issues as they arise”, we are asking your assistance in identifying this potential safety and health concern. The Union members of the RMOSHC would like you provide the name of a supervisor who does not conduct a monthly MIB as outlined above with a short narrative about how the MIB is reviewed on a monthly bases with a crew.

Please email Joe Gosiger, jgosiger@cwa-union.org, this information so we can assist management in identifying potential violations of their published safety practice.
